BOC-3 / Processing Agent

BOC-3 / Processing Agent filing is a necessary component of a trucking company’s MC/DOT continued activation. Companies who have registered for annual BOC-3 / Processing Agents are required to continue paying for their registration annually.


Carriers that have paid for a permanent BOC-3 are only required to undergo BOC-3 filing again if there has been a change in company name, address, or ownership.

MCS-150 / Biennial updates are required for trucking companies and brokers to maintain their US DOT number. Updates need to be filed biennially or with greater frequency if the following changes are made to the business:

- Modification to the company name
- Change of the business address
- Switching operating authority type
- Qualifying as a hazardous materials carrier
- Adding/reducing number of vehicles in the company fleet
- Changing any other aspect of the business (if there is any uncertainty whether a business change requires an MCS-150 update, agents are available to help clarify the requirements)

UCR Adjustment

If the number of vehicles attached to your DOT Number has changed since the UCR Registration has been completed for the year 2024, you can now edit the number of trucks on the registration. If you need to add, remove or exclude any vehicles this adjustment will amend the total number of trucks shown on your certificate to maintain an accurate registration.

This adjustment filing is only for companies that have already registered for the 2024 year.
Please note, pricing is for the UCR filing fee and processing fee. If you are staying in the same tier, there is a flat fee for the addition or removal of vehicles from the certificate.
Any adjustments that are made and does not match with the MCS-150 / Biennial Update may trigger an audit. It is recommend to complete an update when changing the number of trucks so that your UCR and MCS-150 reflect with the same number of trucks.

All motor carriers, brokers, and leasing companies that haul across state lines, move cargo that crosses state lines at any point, or are within a state that adheres to the UCR program are required to register their US DOT Numbers with the Unified Carrier Registration.

Unified Carrier Registration (UCR) 2024


All motor carriers, brokers, and leasing companies that haul across state lines or within a state that adheres to the UCR program, are required to register their US DOT Numbers with the Unified Carrier Registration.
All UCR filings will be completed during normal business hours.

Starting January 1, 2024, all relevant companies in the trucking industry, that lack Unified Carrier Registration compliance, may be subjected to citations, fines, and penalties imposed by individual states, the DOT and the board of the Unified Carrier Registration. You will also not be allowed to renew your trucks' registrations as well as IFTA. In order to ensure complete compliance, the aforementioned freight hauling companies are advised to verify that the number of trucks requiring registration matches the amount listed on the MCS-150 / Biennial Update that was last filed (this number will affect filing fee and truck tier pricing). Please note, pricing is for the UCR filing fee, processing fee, filing fee and there may be additional fees for processing time as well as a certificate.

For brokers, it is recommended to complete this registration under the 1-2 trucks section if business operations include interstate activity (if brokering any loads outside of the state the company is operating in).

UCR 2025

Unified Carrier Registration (UCR) 2025


All motor carriers, brokers, and leasing companies that haul across state lines or within a state that adheres to the UCR program, are required to register their US DOT Numbers with the Unified Carrier Registration.

State Permits

Kentucky KYU

The KYU number is a tax license issued for the Kentucky Weight Distance Tax. Any motor carrier 59,999 pounds or greater traveling through Kentucky is subject to this tax. Before Kentucky issues the KYU number, they will check a few things to make sure your company is properly registered. First, your USDOT number must be listed as an “Interstate” carrier. Second, if you are for-hire, you must have an “Active” MC number. Finally, you must have a current UCR (Unified Carrier Registration) for your company.


Once you have the number issued, you will need to file your KYU quarterly taxes in a timely manner to keep your license in good standing. The quarterly reports are due the last day of the month following the end of the quarter. The fees per truck include the filing fee.

New Mexico WDT

New Mexico Weight Distance Tax (WDT)


New Mexico Weight Distance Tax Permit is a requirement from owners, operators, and registrants, of interstate and intrastate commercial vehicles, when traveling through and operating in New Mexico.

Regardless of having an IFTA license, owners must declare their vehicle if a gross weight or gross vehicle weight is 26,000 pounds or greater. The tax is based at a rate determined by the weight of the vehicle and miles traveled on New Mexico Highways. Any registrar is under a requirement to renew their permit annually. An entity subject to the weight-distance tax permit (WDT) is under a requirement to file a New Mexico weight distance tax return on a quarterly basis. There is a requirement to pay the tax due to the MVD.

New USDOT Number

New USDOT Number Application



If you are looking to start a new Motor Carrier or a Brokerage, you can request to start a USDOT Number. USDOT Number is required when:

Companies that operate commercial vehicles transporting passengers or hauling cargo in interstate commerce must be registered with the FMCSA and must have a USDOT Number. Also, commercial intrastate hazardous materials carriers who haul types and quantities requiring a safety permit must register for a USDOT Number.

You are required to obtain a USDOT number if you have a vehicle that:
- Is used to transport the types and quantities of hazardous materials requiring a safety permit in intrastate commerce (see 49 CFR 385.403).
OR
- Has a gross vehicle weight rating or gross combination weight rating, or gross vehicle weight or gross combination weight, of 4,536 kg (10,001 pounds) or more, whichever is greater; or
- Is designed or used to transport more than 8 passengers (including the driver) for compensation; or
- Is designed or used to transport more than 15 passengers, including the driver, and is not used to transport passengers for compensation;

Trade, traffic, or transportation in the United States—

- Between a place in a State and a place outside of such State (including a place outside of the United States);
- Between two places in a State through another State or a place outside of the United States; or
- Between two places in a State as part of trade, traffic, or transportation originating or terminating outside the State or the United States.

Add MC Number To USDOT Number

Engaging in interstate activity, including passenger transport and commodity hauling, requires an MC Number (Operating Authority. In order to attach an MC Number to a USDOT Number, a trucking company needs to file for a BOC-3 and ensure that all relevant insurance companies have updated cargo information.

Each interstate carrier must comply with Federal Regulation Part 390.21 which states that the following must be displayed:

Deactivate USDOT / MC Number

Deactivate Motor Carrier



If you do not need your USDOT Number or MC Number any longer you can request to cancel them both out. The process will take at least 2-3 weeks in order to cancel out your USDOT Number.

USDOT Numbers that are not deactivated are still subject to federal mandates and you may be penalized for noncompliances. When you deactivate your Motor Carrier, you are released from complying with regulations.

Please note, if you are deactivating your MC Number, we will need your USDOT PIN Number, if you do not have it, you can continue with the cancelation and one of our agents will reach out to you.

Reactivate USDOT Number

If you need to reactivate your USDOT Number you can do so now online.

After you have submitted this request, you will be sent over paperwork with instructions on how to fill it out. Please fill it out and reply back to the agent with that form so that they can process it. Delays with receiving this paperwork may cause your USDOT Number Reactivation to be delayed. This is only for carriers who have previously voluntarily deactivated their USDOT Number, your USDOT Number has been revoked or your USDOT Number shows as "Inactive". This is not for carriers who have an Out Of Service USDOT Number or are labeled as temporarily inactive due to lapse in insurance or late filing of the MCS-150.

Please note, it can take anywhere from 1 week to 3 weeks once an agent has processed your request for your USDOT Number to be considered active.

Reactivate MC Number

If you need to reactivate your MC Number you can do now online.

After you have submitted this request, you will receive an email in a few hours letting you know that the MC Number has been reactivation. This is only for carriers who have previously voluntarily detached the MC Number, or it was revoked due to failure to file proof of insurance (BMC-91X), BOC-3 / Processing Agent, MCS-150 / Biennial Update or failure to complete the New Entrant Safety Audit.

New SCAC Code Application

The Standard Carrier Alpha Code (SCAC) is a unique four-letter code used to identify transportation companies by the National Motor Freight Traffic Association (NMFTA). SCAC’s are required when doing business with all U.S. Government agencies and with many commercial shippers including those in the automotive, petroleum, forest products, and chemical industries. HazMat, intermodal container, rail yard, and import/ export loads usually require that you have a SCAC code. You will need a SCAC to register with e-modal to enter many of the seaports, most notably Baltimore.

Brokers and shippers may require a SCAC code before doing business with them.

SCAC Code Renewal

The Standard Carrier Alpha Code (SCAC) is used to simplify data management and enhance communication across all shipping operations. SCAC is used by the Surface Transportation Board (STB) for filing tariffs, the U.S. Bureau of Customs and Border Protection (CBP, colloquially known as Customs) for their Automated Commercial Environment (ACE), Pre-Arrival Processing (PAPS) System, Ports, Government Contracts, Automated Manifest and certain shippers may request it as well. It is also used by the FDA for tracking imported food as well many commercial shippers in the following industries: petroleum, automobile, forestry products and chemical industry.

SCAC codes are required to be renewed annually to maintain compliance. A reminder will be sent out via email the month before the renewal date. This reminder is meant to initiate the renewal process before the SCAC Code expires.

If your SCAC Code has expired then you will instead need to have it reinstated. If this is the case, your renewal will be canceled and you will be emailed to let you know that a reinstatement is required.

US DOT Pin Request

A USDOT Personal Identification Number is an eight character code, consisting of digits and letters, that is received during carrier registration. The USDOT PIN number is necessary for accessing federal motor carrier safety scores, registering for the Drug and Alcohol Clearing House, reactivating an MC Number, reactivating your DOT Number and completing biennial updates.


If you no longer have the PIN, one can be mailed out to you to your current mailing address that is on file. The PIN cannot be mailed to a separate address, so if you do not receive mail at the mailing address on file for your DOT Number, you will have to file an MCS-150 / Biennial Update with manual paperwork in order to update your address.

The format of the USDOT PIN Number is NLNNLLNL, where N = Number and L = Letter. For example, 1A23BC4D.

Please note, the PIN will be sent via regular mail which may take 7-10 business days to arrive.
